IATA Dangerous Goods Regulations

The cylinders may be carried as carry-on baggage, checked (hold) baggage or on your person only with prior approval of the airline. The letter quotes the IATA Dangerous Goods Regulations, 27th edition (printed "27th Addition"), 2016, section 2.3.4.2.1:

  • No more than one personal safety device per person.
  • Packed so it cannot be accidentally activated.
  • Limited to carbon dioxide or other suitable gas in Division 2.2 without subsidiary risk.
  • Cartridges must be for inflation purposes.
  • No more than two small cartridges fitted to the device, and not more than two spare cartridges.

The IATA Table 2.3.A extract printed on the same sheet reads "not more than two (2) devices per passenger" and up to two spare small cartridges per device; for other devices not more than four cartridges up to 50 mL water capacity. Check with your airline before you fly.
